How can they call themselves pirates when they’ve never done any actual pirating? They’re more like pirate hunters, right?

Well, Luffy often says that a pirate is someone who is free and does what he wants. They're all out adventuring, looking for the One Piece and other treasures, because it's what they want to do. Kinda sounds like the pirates life to me :) If he's taking down other pirates along the way it's because they're hurting his friends or getting in the way of his own goals. His group is showing that pirates don't have to go around raping and pillaging because, like people, not all pirates are the same.
